   Do the version information match?
   Did you start, once, with -clean option?

   Yes, the version information matches: Version: Neon Release (4.6.0)
   Build id: 20160613-1800
   and I started it once from the command line with the -clean option.

   OK. You could try a fresh Eclipse NEON download. Simply extract the archive and add the plugin before the first start.

    According to this: https://bugs.eclipse.org/bugs/show_bug.cgi?id=495617
    the bug was fixed in Neon-2 (4.6.2).

    FWIW, this fix is working for me in Neon 4.6.1.v20160907-1200
